Brazil sports betting system, technical requirements established

A new Brazilian ordinance in the country's Official Gazette of the Union has established the technical and security requirements of betting systems.

The publication is the latest step towards the roll-out of Brazil's sports betting regulations, which were enacted in December last year.

The ordinance, endorsed by the Ministry of Finance and the newly formed Secretariat of Prizes and Bets, also covers the technical and security requirements of online gaming platforms to be used by fixed-odds betting lottery operating agents.

The publication covers areas such as the data responsibilities of companies wishing to operate in Brazil's regulated landscape, with the ordinance requiring data centres used to have the ISO27001 certification.

The electronic channels used by the operating agent to offer online sports betting "must use the 'bet.br' domain registration," the ordinance adds.

Key considerations such as fraud prevention requirements are also included, alongside more practical guidelines such as providing bettors with a receipt of their bet after being placed.

"If the operating agent chooses to provide a free demonstration mode on the sports betting platform, in which a bettor is allowed to simulate placing bets without paying, the platform must replicate exactly the same behaviour as the paid version, with inducement prohibited from the bettor to the error about the chances and odds available in that version," the document adds.

Brazil's Ministry of Finance is aiming to implement the approved sports betting regulations by the end of July.

The implementation is taking place in four stages, with the second, third and fourth phases taking place until the end of May, June and July, respectively.

The sports betting payment landscape has also been ratified, with the use of credit cards for sports betting outlawed.
